Thanks Chris,

The plug has me befuddled. Some sort of material passes through the pipe and into the funnel which appears to have valve operated by a lever. To complex for downspout. Reminds me of the way grain or coal is loaded from silos into railroad cars.

Chris,

Could be, the function of the port is still up for garbs. it looks like there is lid on a hinge which which perhaps swings up but the pipe on to makes that problematic. An interesting exercise in reverse engineering which isn't my field ... Thanks.
